Google+に40名弱のエージェントの協力を得て、時系列でポータル申請の進捗統計を発表している投稿がありました。
ポータル審査は早くなった？
Daniel Lai さんは、38人のエージェントの協力を得て、14,311件の申請ステータスを集めて、それをグラフ化して投稿しています。

グラフの縦軸は申請からの日数、横軸は申請日で、縦の点線でingressで起こったイベントを記載しています。
またグラフの点は赤が審査通過、青が審査落ち、緑は保留＝未審査を表しています。
レベルキャップ開放から保留が始まった
このグラフを見る限り、「New levels」、つまりエージェントレベルの上限が8から16に拡張された時前後から保留が増えてきています。
この保留の意味ですが、データを出した時点でまだ未決の申請、という意味なのでこれが象徴的な右斜めの線になっている、というのは、この辺りからの申請が滞っている、ということを表しています。
このグラフの元データになるエージェント達は恐らくテストベータからやっている古参のエージェントらしく、iOSのポータル申請の時点で特に申請が膨れ上がったりしていません。iOS版のエージェントはここで一気に申請が増える（グラフの点が大きくなる）はずなのですが、大きさが変わらない事がそれを裏付けていると思います。
一番左の「Submission system Online」、申請システムのオンライン化、からグラフが減衰していくのは、この時期はみんな一斉に申請した、ということだと思われます。
そして保留が出始めたあたりから青と赤が分散しはじめ、緑の点が大きくなっているので、「これまでのポータル申請ではそれなりの日数で通過していたが、レベルキャップ開放あたりから審査待ち期間が長期化し始めた」という事を表しています。そしてこの曲線の幅がそんなに変わらず下まで落ちてきている（減っていない）ので、「保留は最大250日待つ可能性がある」と言えてしまうかな、とも思います。
（それまでも200日程度のものはありますが、点の大きさで見ると120日前後）
申請通過状況
このグラフデータから申請通過状況のサマリも合わせて発表されています。

4つ申請すると2つは保留で1つが通過、1つがリジェクト、ということですか。
このデータはベータ版で申請が通りまくっていた時の値も含むので、現状はもっと悪いと思われます。グラフを見ていても左半分と右半分では右の方が青が多い＝審査落ちが多い、ということが読み取れます。
ポータルに重複申請がないと保留？
以前は「2パルシステム」と呼ばれる、短期で申請通過するものと、長期になるものとに分かれていたようで、グラフの中央部分の2重線になっているのはこれを表しているそうです。それが保留が出てくるようになった昨年後半からはその傾向はかなり微少になっていて、新しい審査ロジックでやっているのでは？とのこと。
このエントリでも触れられているのですが、もしかしたらDuplicate、いわゆる複数エージェントによる同一箇所のポータル申請がそれにとって変わっているのでは？というのは僕も可能性が高いと思っています。数百万と言われるポータル申請待ちについて、審査効率を上げる手法として「複数エージェントの申請があったものを優先的に審査する」、つまり重複申請はポータル性が高い、と捉える、というのは投票に置き換えると至極真っ当な方法だからです。
Guardianメダルがあるのでエージェントは「わかりづらいところ、アクセスが悪いところをポータル申請する」インセンティブが働いてしまっていますが、投票型にすれば選別が楽なことと、自動的にエージェント人口に比例したポータル分布になるため、一石二鳥ですよね。
何人かのエージェントでポータル申請したりすると、人が申請したところはあんまりやらないですけど、実はやったほうが可能性は上がるってこと・・・？
（申請日付が近すぎると無効になる可能性は高いと思います。簡単に操作される仕組みをGoogleは嫌うので）
さらなる仮説
勝手な思い込みですが、岩手県のポータル申請ツアーが始まった時のNiantic川島さんのツイートと重ねて考えると上の重複申請説はかなりあり得るかなぁ？と。
最初に動いた岩手県の独創的な試みをアシストしたいと思います。震災からの復興のためにも岩手県を盛り上げるべくこのツアーに集まった皆さんが発見したポータルには、一部に優先処理が適用され、岩手県が岩手の魅力を伝える独自ミッションを迅速に作る手助けになるでしょう。@pref_iwate

この川島さんのツイートで「優先処理」とあり、当時は単純に審査を早くやってくれる、という話だと思っていましたが、このグラフと合わせて考えると「新規に申請ツアーをやる以上、重複が出づらいのでそこもトラップする」という意味も実はあったりしたんじゃ・・・？というのは深読みしすぎでしょうか・・・？ｗ
